Personal Hotspot in iPhone 4 not working after upgrade

I have an Jailbroken iPhone4 with iOS version of 7.0.4. After updating my phone and jailbreaking it i found my Personal Hotspot isn't working. It just keeps showing the loading icon. I looked for solutions but non of them work except for a tweak in Cydia called TetherMe. TetherMe is designed to enable tethering options on all Carriers. 

Just follow these simple steps:
1. Go to CYDIA
2. Tap on MANAGE then SOURCES
3. Check if you have the BIGBOSS repo. If none, tap EDIT then ADD.
    a. Type in http://apt.thebigboss.org/repofiles/cydia/
4. Tap SEARCH then type TETHERME
5. Tap Purchase
